Leslie Rowans has over twenty-seven years experience in the healthcare industry. Her comprehensive experience includes healthcare business development; contract administration and account management; a solid strategic project management background with strong business acumen to recognize issues, develop solutions that meet the needs of all stakeholders and drive improvements to the bottom line. Leslie's focus has been in management of complex projects, marketing, financial analysis, and building key account relationships.  Over the course of her career, Leslie has made significant accomplishments in financial and business practice planning/analysis for such companies as Sovereign Healthcare, United Health Group, Mercer Human Services, Vanguard Health System/MacNeal Health Providers, Advocate Christ Medical Center, LTerry Design, and MedSource Options. Leslie is also an Adjunct Faculty member at Webster University – Luke AFB in Arizona where she teaches graduate courses in Supply Management, Procurement and Acquisitions. Leslie has also been heavily involved in a broad range of non-profit organizations through her own event planning business where she helps non- profits raise needed funds to support programs and services for the community. She completed Board of Directors training with Leadership West in Arizona and has served as a board member to the organization. Currently, she holds an Executive Board position as Corresponding Secretary for the National Coalition of 100 Black Women – Phoenix Metropolitan Chapter, and she is one of the founding Charter Members for the Phoenix Metro Chapter in 2014. Leslie has also held positions as co-chair and mentor for the Leaders of Tomorrow program for the Chicago and Phoenix Chapters of the National Black MBA Association and has been an active member since 2004. Leslie holds an MBA in Business Strategic Management from Keller Graduate School of Management in Illinois. She also holds a second Masters’ Degree in Project Management (PMP) from Keller Graduate School of Management in Arizona and she has a Lean Six Sigma Green Belt Certification from Purdue University in Indiana. She is the mother of two children; Kylie (22 yrs) and Timothy Jr. (18 yrs) both residing in Seattle Washington and they attend college for Nursing and Aircraft Mechanic/Aerospace Engineering.

�       Led project to merge backend software and IT infrastructure into a more integrated platform to increase business continuity across a new acquired business entity.

�       Partnered with Business, IT and SMEs (Subject Matter Experts) to improve EDI 835/837 transactions through the design, testing and deployment phases of the project. Identified system glitches, escalated issues to resolution and honed operational processes which significantly reduced redundancies, increased revenues and improved the schools ability to provide services timely.

Managed the revenue cycle functions and staff involved in patient access, coding, charge capture, up-front cash collections, office management, and account resolution activities for 6 Out-Patient Surgery Centers Central Business Office (CBO). Provided decision support during on-boarding of new facilities, cloud-based delivery implementation for RCM and EMR initiatives.

�       Successfully improved the billing cycle time for 3 facilities using PDSA and DMAIC methodologies, reducing the days to bill by 40% within 2 months and implemented standardized processes.

  • Served as the Interim Insurance Verification Manager for 6 months with a staff of 10 direct reports: responsible for talent selection, new hire training, work schedule coordination, measured staff productivity, wrote standard operating procedures and conducted annual performance reviews.
  • Developed and implemented enterprise-wide Performance Management/Measurement Systems in 6 months time which increased staff productivity by over 50% and grew patient satisfaction scores more than 48% hitting target goal of 95% or higher ratings.

�       Monitored key performance indicators (KPI) relative to clinical documentation audits, quality management systems, and claim denial management; performed financial analysis and provided reports on system enhancements identifying key issues, trends, potential root causes and opportunities for system improvements.

�       Completed Cash Acceleration and Performance initiative within first 90 days of project resulting in collection of $87.6M of a targeted $119M goal. Successfully increased revenue spanning over 17 hospital systems with improved operational functions and improvement in A/R days in 3-month timeframe from 120 days to less than 65 days.

Hospital and Facility Account Manager

Served as liaison between physician and hospital providers and internal business partners providing recovery of over $22 million in reimbursements each year from uncollected Medicare/Medicaid (AHCCCS)/Commercial/TRICARE claims.

�       Worked collaboratively with internal business partners and Network Management teams to remediate claims payment discrepancies, increase revenues and honed operational processes by directing internal support teams on claims projects for resolution, managed the grievance and appeals process and advocated business directives; successfully reduced accounts receivable days by 46% for 21 assigned hospital and ancillary providers.

�       Managed internal team members on several Process Performance Program initiatives using Lean/Six Sigma concepts to reduce facility DRG coded claims processing errors by 40% over 3 months time with a focus to improve workflows, identify process gaps, eliminate claim/billing defects and reduce credit balance inventory by 42%; which improved overall payment accuracy by 83% and reduced aging A/R days.

�       Served as an ICD-10 subject matter expert (SME) for workgroups and implementation teams involving projects targeted for provider readiness initiatives to meet HIPAA 5010 transaction regulatory standards.

�       Facilitated ERP implementation and training to hospital and ancillary providers that used Cerner Application for a new cloud-based delivery system that offered solutions to improve inpatient and outpatient management protocols, reduce readmissions and enhance performance to quality measures.
